Where the engagement covers new-construction work rather than operational-stage retrofit, the phase structure differs in the front end. New-construction engagements follow a Design Intent Review → Design Collaboration → Specification & Bid → Manufacturing/Installation/Acceptance pathway.
The engagement model and contractual structure are materially identical to those described above; the early-stage engineering work is the structural analogue of the Installed Systems Engineering Review™ in operational-stage retrofit.
Retrofit and Remediation Management proceeds where the engineering foundation has been established and the asset owner has elected to proceed. The engagement model is what makes the engineering judgment trustworthy.
