RSE engages with retrofit and remediation work under an engineering-led, owner-direct procurement model. The structural posture is what permits the engagement to function as engineering rather than as a sales channel for equipment or installation services.

RSE provides the engineering authority over the work.

Engineering specifications, qualification of suppliers and installers, manufacturing oversight including factory acceptance testing, installation oversight, site acceptance testing, commissioning validation, and engagement closeout.

The asset owner contracts directly with the equipment supplier(s).

RSE evaluates supplier candidates against engineering criteria and recommends qualified suppliers, but the contract runs between the owner and the supplier.

The asset owner contracts directly with a qualified installer.

RSE qualifies and approves installers for the engagement; the installer-selection decision is the asset owner’s.

RSE is contractually outside the equipment supply chain.

RSE does not procure equipment for resale, does not perform field installation, and does not warrant equipment, materials, or installation workmanship.

Three distinct warranty categories operate under three distinct contracts.

Equipment warranty supplier-to-owner. Installation workmanship warranty installer-to-owner. Engineering-services responsibility RSE-to-owner.

RSE’s engineering recommendations on the Project are not influenced by commercial interest in the equipment selection, because RSE is structurally not in the equipment supply chain. The asset owner’s confidence in RSE’s recommendations is supported by RSE’s structural distance from the supply chain those recommendations address.

Authority that runs through  acceptance.

The point of acceptance is where a system passes from “supplied” to “owned” — and it is the point where the asset owner's exposure is highest. Construction schedules often create legitimate pressure to place permanent access equipment into beneficial use before acceptance is complete. That pressure is normal. What it can obscure is the boundary: which conditions were accepted, which remain open, and which party carries each. Where an independent engineering authority holds that boundary and maintains the record through acceptance, the answer stays clear — and it stays clear for every party. A documented acceptance record protects the supplier and installer whose work was sound as surely as it protects the owner, because work correctly performed cannot later be attributed elsewhere. RSE's role at acceptance is not to warrant any party's work, but to keep the engineering record and the acceptance boundary intact through the transition into service.
The Engineering Foundation

Built on the engineering case the assessment establishes.

Retrofit and Remediation Management engagement proceeds against the engineering findings of a completed Installed Systems Engineering Review™ — or, in new-construction work, against the engineering foundation produced through design intent review and design collaboration in the Project’s design stage. The engineering foundation is what permits the retrofit-management engagement to be scoped responsibly. There is no engineering-sound way to write specifications, qualify suppliers, or commit to a project plan without first having established what the system actually is and what it actually needs. Where the engineering foundation has not been established, the retrofit-management engagement is not undertaken. The engineering case is the prerequisite to the engineering engagement.
The Engagement Phases

Five phases, each with defined deliverables.

Phase 1Specification & Procurement Support

RSE prepares engineering specifications appropriate to the retrofit scope, written against the engineering foundation. Develops qualified supplier and installer lists, prepares bid documentation supporting the asset owner’s direct procurement process, evaluates bidder submissions, and recommends qualified parties to the owner for selection.

Phase 2
Submittal Review & Manufacturing Oversight

 

RSE reviews supplier submittals — shop drawings, engineering calculations, materials specifications, control system designs — for compliance with the engineering specifications. Conducts factory acceptance testing at the supplier’s manufacturing facility, with witnessing of testing, documented engineering observations, identification of deficiencies, and corrective-action tracking through closeout.
Phase 3 Site Readiness & Installation Oversight
RSE verifies site readiness including structural interface, electrical and control integration readiness, and pre-delivery validation. Provides engineering oversight during mechanical installation, electrical integration, and system commissioning, with periodic site presence and progressive engineering observation reporting.
Phase 4 Site Acceptance Testing & Commissioning
RSE conducts site acceptance testing on the installed and commissioned system — functional testing, load testing, safety system verification, control system validation, operational behavior under representative conditions. Validates commissioning and tracks corrective actions through closure.
Phase 5Engagement Closeout
RSE compiles the final engineering record including specifications, submittal records, FAT and SAT reports, installation observations, and commissioning documentation. As-built engineering documentation is prepared. Final engineering record is delivered to the asset owner with a closeout engineering briefing.
What the Engagement Is Not

The scope is structurally bounded.

New-Construction Engagements

The model applies to new construction identically.

Where the engagement covers new-construction work rather than operational-stage retrofit, the phase structure differs in the front end. New-construction engagements follow a Design Intent Review → Design Collaboration → Specification & Bid → Manufacturing/Installation/Acceptance pathway.

The engagement model and contractual structure are materially identical to those described above; the early-stage engineering work is the structural analogue of the Installed Systems Engineering Review™ in operational-stage retrofit.
