What the Review Is

The Installed Systems Engineering Review™ is a structured, engineering-led evaluation of an installed permanent access, fall-protection, or rescue system on a built asset. It is independent of any supplier, installer, service provider, or party with commercial interest in the Review’s conclusion.

The Review evaluates the system as it actually exists at the time of the Review:

The Review’s purpose is to establish, in engineering terms, the actual condition of the installed system, the lifecycle risk it carries, the remediation options available, and the engineering recommendation regarding the next decision point.
How the Review Is Performed

Four bodies of work, integrated.

Document Review

Review of available documentation including original equipment specifications, installation records, commissioning documentation, prior inspection reports, maintenance histories, records of prior modifications, current service arrangements, and any insurance or regulatory correspondence relating to the systems. Where documentation is incomplete, that condition is itself part of the engineering finding.

Site Presence

Direct engineering observation of the installed system’s condition, operational behavior where safely possible, structural integration with the building, and environmental exposure. Site visits are scoped to the asset’s complexity. Interviews with personnel knowledgeable about the system’s operational history.

Engineering Analysis

System-level evaluation of mechanical elements (hoists, drive systems, brakes, slew bearings, suspension systems, load-bearing components), electrical elements (control systems, safety circuits, limit switches, wiring integrity, communication systems), and structural elements (track systems, anchor points, suspension members, integration with the building structure). Failure-mode identification, lifecycle risk assessment, condition evaluation against original specifications and applicable standards.

Remediation Option Development

Engineering evaluation of remediation pathways — from corrective action through retrofit through replacement — each evaluated against engineering substance rather than commercial preference. Order-of-magnitude budgetary framing for each option. Engineering recommendation regarding the decision point ahead.
What the Review Produces

The Review produces a documented engineering finding — the Installed Systems Engineering Memo™ — addressing:
The Memo is the asset owner’s engineering record. It is delivered in PDF and editable format. It is preserved by RSE under our records-custody discipline. It is the foundation for capital planning, board reporting, insurance disclosure, regulatory engagement, and — where the asset owner elects to proceed — for downstream engineering engagement on the retrofit or remediation work.
What the Review Is Not

Structurally distinct from routine activities.

Not a compliance certification.
The Review does not certify regulatory compliance, code compliance, or insurance compliance. Compliance certifications are produced by other parties with different scope and different obligations.
Not a routine inspection.
Routine service inspection asks whether the system is functioning at the time of inspection. The Review asks whether the system is engineered, installed, and maintained to function safely over its remaining service life.
Not an approval, validation, or endorsement of any prior party's work.
The Review evaluates the asset as it exists. It does not adjudicate the parties responsible for how it came to exist that way.
Not a construction document or procurement specification.
The Review may produce recommendations that lead to subsequent engineering work — but the Review itself is diagnostic, not prescriptive.
Not a client relationship in the engineering-services sense.
Completion of the Review does not create a duty of care for subsequent engineering work, does not entitle the asset owner to downstream engagement, and does not obligate RSE to accept downstream engagement.
A complete professional engagement in itself.
The Review is a standalone engineering deliverable. The asset owner is free to act on it, to retain it for the record, or to engage other parties for subsequent work.
When the Review Is Useful

Where the asset owner needs visibility the current service relationship does not provide.

Documentation gap on an inherited asset.

The current asset owner did not specify, did not procure, and did not install the systems. Documentation is incomplete or has been lost across ownership transitions.

OEM transition or supplier disappearance.

The original equipment supplier or installer is no longer available — out of business, sold, withdrawn from market, or successor entity unwilling to honor lifecycle support.

Service-provider concerns or internal observations.

Building engineers, facilities personnel, or external observers have noticed conditions the routine service relationship has not surfaced or has dismissed.

Insurance, regulatory, or compliance documentation requirements.

Underwriters, regulators, or compliance authorities are asking questions the current documentation cannot answer.

Pre-CapEx planning.

The asset owner is contemplating retrofit, replacement, or continued operation under defined conditions, and needs engineering analysis to size the decision.

Pre-disposition or pre-acquisition due diligence.

Many of these conditions trace to an acceptance that no independent party recorded — where the boundary between accepted and open was never documented, and the ambiguity was inherited along with the asset.
How the Engagement Proceeds

Standard sequence.

The Review engagement begins through the Engage RSE intake process. Typical engagement duration is 8–12 weeks for a single-asset Review on a conventional commercial building, scaling proportionally for multi-asset or portfolio engagements.

The Installed Systems Engineering Review™ is the engineering record the asset owner does not yet have but is in a different position with than without.
