The Service Agreement & Records Review is a fixed-fee, document-only review of the owner’s position on an installed building maintenance unit or façade access system: the service agreement, the inspection and certification file, and the acceptance and turnover records.
It produces a documented finding — the Records Review Memo — stating what those documents obligate, what they establish, where they are silent, and what the owner may wish to obtain, confirm, or raise at the next renewal or decision point, recorded as of a point in time.
It provides the owner’s record, not approval.
The Review is a review of documents only. It involves no site visit, no physical inspection, and no evaluation of any installed system; the Installed Systems Engineering Review™ exists for the installed system itself.
It is conducted independently of any supplier, installer, or service provider.
It is not an audit of, and contains no analysis of or opinion on, any other party’s charges, pricing, workmanship, recommendations, or conduct.
It is not a routine or statutory inspection and does not replace inspections required under applicable regulations.
Findings reflect the documents provided, within the engagement’s written scope, as of the review dates.
The scope of each Review is defined in a standard-form written engagement letter at published pricing.
The scope excludes invoice, pricing, and cost analysis, and any characterization of any party’s conduct.
RSE does not design, manufacture, supply, install, or service equipment, does not perform corrective work, and does not communicate with, or make representations toward, any other party in the course of the Review.
Inquiry about, or intake toward, a Review does not create an engineering, advisory, or client relationship.
Reviews are accepted under the standard-form pathway described in Section 2.1 of the Engagement & Intake Governance Policy, and each engagement is formed only on execution of the engagement letter and payment as that letter provides.
The Records Review Memo belongs to the client.
Intended Use of Deliverables. The Records Review Memo and other deliverables prepared under this engagement are provided solely to assist the Client in administering the Asset. They are not prepared as expert reports or for use in connection with any claim, dispute, litigation, arbitration, regulatory proceeding, or other adversarial matter. Any subsequent use, disclosure, citation, characterization, or reliance upon a Deliverable for a purpose outside the scope of this engagement does not alter the purpose for which it was prepared, expand RSE’s scope of services, or constitute RSE’s agreement to provide opinions or participate in such matter. Any services requested of RSE for a purpose outside the original engagement require a separate written engagement. Handling of the Memo and of client documents is governed by the Confidentiality & Information Protection Policy and the engagement agreement. RSE has no continuing duty to monitor the documents reviewed or to update findings after the review dates absent a written engagement providing for it.
